近日，由我中心主任张忠祥教授、中国非洲研究院詹世明副研究员以及我中心博士生陶陶共同完成的国家智库报告英文版——《Research on 20 Years of the Forum on China-Africa Cooperation》（2021年8月版）正式出版。该报告是《中非合作论坛20年研究》（2021年5月版）的英文版，是中国非洲研究院“国家智库报告”系列之一，由中国社会科学出版社出版。张忠祥教授对中非合作论坛研究比较早，2012年出版专著《中非合作论坛研究》（世界知识出版社）。《中非合作论坛20年研究》是张教授领衔出版的第二本关于中非合作论坛的著作，也是张教授首次出版关于中非合作论坛的中英文智库报告。本智库报告中英文版的推出，在当前形势下具有现实意义，它有利于国内外读者对中非合作论坛这一合作机制的了解，凝聚深化中非合作的共识。
中非合作论坛创建于2000年，至今已经成功举办了7届部长级会议和3届峰会，新一届论坛即将于2021年11月在塞内加尔举办。论坛为中非双方提供了一个务实合作的平台，使得中非合作变得更加机制化和经常化。在论坛的推动下，中非关系进入了快速、全面发展的最佳时期，中非各领域的合作达到了前所未有的历史新高度。当前，中国正在实现中华民族伟大复兴的中国梦，而非洲则正在追求经济的多元化和加速非洲的一体化。与此同时，全球性问题凸显、新冠肺炎疫情大流行等问题都对中非合作论坛提出了新的要求。 国家智库报告《中非合作论坛20年研究》总结了论坛在20年发展历程中积累的宝贵经验，这些经验包括：领导重视，优化论坛顶层设计；平等协商，契合非洲发展需求；合作共赢，惠及中非双方利益；与时俱进，内容不断调整充实；机制保障，各项举措落实得力；南南合作，为发展中国家共谋发展。这些经验既是中非合作论坛取得成功的重要保证，也是中非合作模式的具体体现。 《中非合作论坛20年研究》还深入分析了论坛在新的历史条件下所面临的机遇和挑战，对论坛的可持续发展提出了八点政策建议：一是坚持中非合作的特色；二是加强顶层设计，将中非发展战略对接；三是推动中非合作论坛的全面、协调和可持续发展；四是不断开辟新的合作领域；五是加强人文交流、民间交流，夯实中非命运共同体的民意基础；六是继续强化论坛作为国内对非合作综合平台的作用；七是继续加强中非合作论坛机制建设；八是坚持中非合作的开放性，同国际伙伴在非开展三方合作。 上海师范大学非洲研究中心成立于1998年，2011年被教育部评为“国别和区域研究培育基地”，2014年入选外交部“中非智库10+10伙伴计划”，中心长期致力于非洲历史、非洲经济及中非关系等研究。
